Combine the flour, 1/3 cup sugar, baking powder, baking soda and salt in a large mixing bowl. Cut the butter into the dry ingredients using a pastry blender until mixture is reduced to coarse crumbs.
Stir buttermilk in to the mixture. Stir only until moistened. Fold in cinnamon chips until dispersed throughout the dough.
Turn the dough out onto a lightly floured work surface. Knead dough gently 10-12 times (until dough is not sticky). Divide dough in half; form each half into a 7 inch circle. Brush each half with melted butter and sprinkle with remaining 2 Tablespoons granulated sugar.
Cut each circle into 8 wedges (for medium sized), or 6 wedges (for larger). Separate the wedges and place them onto an ungreased baking sheet. Bake at 425 degrees for 13-15 minutes (or until light golden brown). Remove to a wire rack to cool.
